In my opinion bringing refugees into small villages has positive benefits for communities. It forces people with small minds in small towns to enrich their lives and reduces social tension in these communities. Also dissipates religious fundamentalism and helps bring global perspective local for young and old alike.
The Red Cross and Department of Justice would be wise to consider this as an option .Knock Shrine and village would be ideal place it has all services and vacant kitchens and dormitories.
