can you explain how you want a soundman to 'just' BALANCE ALL THE INTRUMENTS THRU THE PA , VOCALS , BASS, KEYS GUITAR, DRUMS.

And also JUST TO GET A LINE BALANCE ON FOH.

Are you implying it's that you just dont want to have to pay someone to more than that? Because that's just about everything that has to be done.
