Rent relief rule (Before/on December 7th 2010?)

    Just looking for clarification on the rent relief scheme please.

    If a person had been paying rent prior to December 7th 2010, (but not ON December 7th 2010) and had claimed rent relief prior to that date, are they eligible to claim it now?

    It has to be the same property and an unbroken tenancy as far as i know

    This is what Revenue say in their notes on S.473 Taxes Consolidation Act 1997 (as amended over the years):

    Relief will continue to be allowed for the years 2010 to 2017 to individuals who on 7 December 2010 were paying rent under a tenancy.

    No mention there of an unbroken tenancy or even of the same property. The use of the phrase "a tenancy" makes this pretty clear.

    But if the OP wasn't paying rent on 7 December 2010 then he isn't entitled to any relief. That's also pretty clear.
