    I've noticed this recently on the HP pavilion laptops, surely this is illegal?

    Have a lower spec than what, the original offer? Do they have the specs of each?

    Unless you are price watching the exact same spec for a long period of time. I dunno how you can track it. The sales blurb probably has a no specific description, that covers a wide range of models and discounts. The term sale is often large meaningless these days, unless you track the prices.
