    Yes. http://fixedgearlifestyle.com/cinelli-lumen-ribbon-bar-tape-white.html
Available in Halfords as well if you're near a branch.

Some branches of Tesco used to and may still stock yellow reflective tape, but might need cutting. Strips about as wide as a Sam Browne's strips.

Where I work we have rolls of different coloured reflective tape, about the width of insulating tape. So it should be widely available.

Word of warning, from being involved with a team that had to use this for the RAI - depending on the tape you use, if you ever want to remove it, you may want to look at putting a liner of insulating tape or similar under the reflective tape, as it may not come off cleanly if put straight on the paintwork

You'll get it in a motor factor as vans and trucks regularly need new markings to get through tests. Buy it by the meter and cut to size / shape. As poster above says, it is likely to damage paint if ever coming off.

I don't think they would be suitable for a bike as they come in regulatory sloping alternate yellow/amber strips and are 150mm wide. They could be cut to size but wouldn't look great.
