    I assume Plex is running on the Dell and is connected to the TV via HDMI? Make sure you're not having Plex do on the fly conversion. Not familiar with the Windows version of Plex but ensure that direct play and direct streaming are turned on in settings. After that, if there's a quality loss, it'd be hard to say what the problem is.

    So Playing media from a harddrive thru a mini PC directly connected to a TV = no wifi being used at all.
    Sure, Plex will grab all the pictures etc over the wifi connection, but in terms of playing media - no impact.

    Are you sure the media you were watching via Plex was of a sufficient quality?
    Did you use the same movie for comparison between 2 methods? (HDD Direct vs Plex)
    You could also try watching via another media player on the PC (such as VLC) for direct comparison to plex.
