Irish Militia in 1793

I am currently transcribing some Muster Rolls for one of the Local Militia in the 1798 period. In the "Remarks" column beside the names of individuals there is sometimes written "on Comm" or "On Commd". I presume this means "On Command", but have no idea what it means in the military context and I can find no reference to the term in any dictionaries. Can anyone help?
