Odd central heating setup

My radiators need balancing but I have a slight issue in the way my system was setup.

It originally had 6 radiators connected to a back boiler, at some stage this was converted to an oil fired central heating system and 4 more radiators added. It seems that the newer radiators heat up faster than the original ones, even though they are further from the boiler. Is it possible the newer rads are fed first?

If I turn off the biggest of the new radiators all the others work fine, its when the biggest is on that some of the others don't heat. How should I go about balancing a setup like this?

The ones that heat the quickest, turn down the cooler pipe to 1/4 turn open. Close balance valve on cylinder and open 1 turn

It's usually at the bottom of the cylinder and has a red wheel on it
