If a property has no television set but does have a cable lead that is capable of receiving a signal once plugged into a TV, is a licence required?

Might depend on what the cable is connected to. You certainly need a licence if there is an aerial on the property.

If you connect the cable to a TV, can you get reception?

You need a licence if you have a TV in the house. Whether it works or not is irrelevant.

You dont need a licence for having a cable or aerial. If you did it wouldn't be called a TV Licence.

How does an aerial meet the legal definition of a TV set ?

    You need
    1)Antenna or cable connnection
    2) tuner /decoder box
    3) display

A lot of the time 2 & 3 are in the same thing, a telly.

You don't need an antenna or cable.
The offense is having a device capable of receiving a TV signal. Whether its broken or not is also irrelevant, it can be fixed.

And how would you receive a broadcast signal without some kind of antenna?
Even if it's just the co-axial connector picking up a really strong signal.

How would a broken tv that's incapable of showing a picture be capable of showing a tv picture

Not all electronics can be fixed. and I doubt anyone here could get a smashed crt fixed...
"Television set ” means any electronic apparatus capable of receiving and exhibiting television broadcasting services broadcast for general reception
