The average time we expect a child to spend on homework is 40 minutes, provided they are working diligently without distraction. Some children may take less, some more. After an hour of honest effort, I would not expect a 4th class child to do any more.

School should have a homework policy in place that the teacher would base homework on. This would be an indicator of how much they should be given and from that you'll know how long they should be spending on HW.

(And as Byhookorbycrook said are they sitting down and getting straight into the homework or are they up and down getting a drink/something to eat/playing football? This can make homework feel like it's taking an age when it actually isn't.)
