Any halfway competent welder would be able to make a frame like that, get it powdercoated and you are 80% there, spray it yourself and you can save a lot, just a few cans of rattle paint and some primer.
You'll have to figure out the glass fitment but again it won't be that expensive to have glass cut to size or even plastic.
Maybe use some double sided foam tape to hold it in place.
