Surprisingly enough not everything is online - what databases do you have access to?

Most of the recommendations are available on the Law Reform Commission site: http://www.lawreform.ie/_fileupload/reports/r100debt.pdf

You may have to request it from Govt publications, or a decent law library.

Thanks Tom, that is to a newer one but the 1972 Budd Report seemes to be impossible to find!

To MarkAnthony, I have tried looking in the UCC, UCD library collections, westlaw, justice and juris, any advice?

Afraid they were going to be my suggestions! Looks like it's a case of finding a book with it refered to on hard copy (sometimes you're lucky with google books) or as Mr. Young suggests a good law library.

Try the National Library. Free to check, but copying is expensive.

Surprising that it's not in UCD - you'd think they'd have Irish official publications pretty comprehensively covered.

It will be in TCD. Could you get it from there on an inter-library arrangement?
