Converting concrete Garage

Hi, I have a garage made of building blocks and concrete with a tin roof. Cement floor as well. It has no insulation. I was wondering if its possible to convert this into a living quarters. Basically what would be needed to get it insulated and plastered including the roof and to be able to put down a wooden floor. Thanks.
