Car insurance after moving back to Ireland

My husband and I recently moved to Ireland and are having trouble getting car insurance. I have a full Irish licence but have spent the last 8 years abroad and my husband has a foreign licence. The only quote we've got so far is 3000 euro!

Is there an insurance company out there that will give us a quote with zero no claims bonus (in Ireland)?

I am currently getting letters from those who have refused as I understand that they can be forced to give me a quote but I imagine it will be expensive.
