water grant website owner.

    I was under the impression that the department of social protection was running the water grant website. However, today was told they have no involvement, they are simply processing the payments on behalf of the department of the environment.

    So, I was wondering who is responsible for the website, Irish water or department of environment. The reason I ask is I have to hand over my PPS, would be good to know who is responsible for looking after it from a data protection side.

    As the Water Conservation Grant is issued and administered by the Department of Social Protection and not Irish Water, they would be best placed to comment on this.

    thats a bit contradictory to the website's Privacy Statement and Cookies

    First Line
    "This website is maintained by the Department of Social Protection"

    Altho for the record I didnt see any claim of ownership of the site

    I did indeed contact the department of social protection :)and here is their reply

    "The Water Grant is not a "social welfare payment" - it is a grant scheme owned by the Department of the Environment and operated by Irish Water (this Department is facilitating use of its payments system only for issuing payments but this Department has no role or responsibility for accepting or processing applications for the Water grant Scheme).

    The on-line application for the Water Grant is owned and operated by Irish Water (not this Department)

    You need to contact Irish Water directly with your enquiries."

    Note how the department says it is Irish Water who own and operate the website. This would seem to be against the privacy Statement as overshoot has pointed out.

    More a worry for me is this would seem to imply that I am giving my PPS number and Bank details to Irish Water who will hold this information. Is that correct? I had been under the impression it was only the Department of Social Protection who was having this information.

    We have been in touch with the Department of Social Protection who have issued us with a statement to clarify this:

    The Department of Social Protection (DSP) confirms that it is administering the Water Conservation Grant on behalf of the Department of the Environment, Community and Local Government (DECLG). The Department of Social Protection has responsibility for and is operating the online application processes (both the self-service application process at www.watergrant.ie and phone applications). The Department of Social Protection also has responsibility for the Water Conservation Grant payment processing. All queries in relation to applications or payments can be directed to the Water Conservation Grant Support Team at 0761 087 890 / 1890 100 043. The Department apologises if incorrect information was given previously.

    Thank you very much for that, great to have it cleared up. I was also talking with the Department of the Environment and they confirmed the same. I guess I just got someone working in Social Protection who was not fully aware of process.

    For anyone who is interested, I heard back from the Department of Social Protection and they explained that the limit of 18 Characters should be fixed in the next 7 days.

    Here is part of the reply that explains why the problem occurred and when it will be fixed.

    "The limit of 18 characters reflects a pre-SEPA EFT limitation.

    The Water Conservation Grant application system is now being updated to remove this 18 character limitation. We anticipate that this change will be in place within the next 7 days"
