Utilities provision in small estate - who pays for installation?

    Hi. I'm wonder say if someone was building a small scheme of houses, say 10 or 12 bog standard semi-d's and obviously you're gonna have to bring the various utilities in along the estate. For the likes of electricity, gas, water, telecoms etc does the developer have to bear the full cost of installation of the utilities or will the utility companies contribute a portion since the infrastructure will provide them with customers?
    AFAIK for the likes of telecoms the developer installs the ducting & chambers and then the utility brigs through the cabling.
    If multiple telecoms companies are to bring in their service are they content to share ducting or will they want separate ducts while sharing chambers or do they want completely separate systems?
    Are the utilities open to consultation regarding infrastructure specifications for new developments?

    Also during planning, who is responsible for ensuring that the road is capable of handling the traffic flows? Will the developer be responsible for traffic modelling or will the NRA/Council do this?

    What do you mean? The council are hardly going to contribute. Why would they? It's not their infrastructure!
