Boss owes friend wages (cash in hand)

Just asking on behalf of a friend - they were working cash in hand in a restaurant in Terenure, but finished up as they're going home (English language student). His boss owes him at least 700 euro for the last two weeks of work (crazy hours until 4 am). Every time he goes in the boss says he can't pay because something as come up etc. he says he'll pay my friend the next time but never does.
My friend is going home next week and his boss knows this - I think he's just trying to fob him off until he leaves the country.
I know as it's cash in hand, and because he's on a student visa that he might not have any rights - but an ex colleague (also working cash in hand on student visa) has told him that the boss is doing the same thing to him...so if my friend can't get his money, is there somewhere I can report his boss for this?
    Thanks!

May not get anywhere as it's cash in hand but worth a try.

A man owed me €1500 once for a job. 14 months on still hadn't been paid. It was cash so no contract or anything like that. My calls were ignored and visits fobbed off. So I parked a van outside the house with a sign detailing how he owed me 1500 for 14 months. The wife left 2 hours later and returned with the cash for me.

If you buddy is going back home then standing on the street with a sign will probably work.
