Strange aerial

Just saw this aerial on my neighbours house attached to the same pole as their sat dish. Is this for terrestrial TV or broadband? Looks unusual to me

Looks like a discone, though I'm not seeing the disc. Maybe it's been damaged.

Could be for HAM radio or some hobbyist radio.
