    Can a local authority make a rule that planning permission is needed for cctv in a local authority house. It is not need generally as far as i know. is it true images of childen cannot be recorded if the child enters then garden as a trespasser or used to prove he did

    There is no law against recording children specifically. They fall under the same category as adults (with certain obvious exceptions). As to the first part, the local authority can make rules for tenants. For example, I believe DCC have banned tenants from having dogs on the restricted breeds list. Whether these rules would survive a challenge in the courts is another issue.

    what rules are they invoking in the ban of restricted breeds list. What is the difference between a rule and a law? If someone decided to keep a restricted dog what would the council do? if a rule would not survive a legal chalenge is it an illegal rule

    In relation to cctv of children trespassing in a garden is there a difference between recording it and using the recording to show they were there

    Not really. There might be issues using it as evidence in court though.

    But you said it might not stand up to court challenge? Their rules may be found to be illegal?
