Thinking of getting cctv but seems a bit pointless as anyone with a meter key could just disable the electricity outside. Any better way of securing the esb box?

You can't secure it I'm afraid. The meter box must be accessible at all times not just for meter reading but in the event of a fault they may need to do polarity checks.

You could purchase a UPS (uninterruptable power supply) for your CCTV system.

The size would be determined by the load of your system and how long you would like it to continue functioning.

A small ups is the way to go, you could get one for a hundred euro or so. The more you spend the longer it runs.
