No water used, why should I pay?

Hi,

I have an empty property, there is 0.681m3 water used.
Why should I pay the capped rate, of €260.
According to my bill I should only have to pay €2.51.
This is a complete rip-off.

The capped rate is the maximum you would be asked to pay if say you used €270 worth of water.

But I won't, after all i haven't even used 1m3 since billing started...so therefore it's a complete rip-off for me.

Then you wont be paying €260(which is the maximum capped rate) you will only be paying the €2.51
