Easily done with very bad processing. You can see where they cannot apply effects around the building and tree so it's just left. Close enough is good enough.

(only able to see image on phone so not in great detail)

Just had a look at home. The file name is "20070807-0044_tonemapped 0001-L.jpg"

So it has been put through some sort of HDR software.

If you want to do a shot like that well then it would probably be best to shoot at dusk/dawn with a tripod and shooting RAW. If it were me I would shoot to keep the shadow detail (Histogram to the right) and then process from there. If certain parts of the image would blow out the highlights I might take an underexposed shot to use to bring those element back, but I do not do that often.

Yes it's a HDR image but then it seems they have burned the sky in PS or something and did it very poorly with a brush.

Just had a look at some of the other work on that stream. Some stuff is OK but a lot has terrible PP.

OP - Maybe look through the Random Photo threads and see if there are images there you like. You can then ask the Photographer here how they did it in the Comments Thread.
