Advice on how to dispute Customs charge, possibly overcharged.

    Hi,

    Looking for someones opinion on this, and some info on how to appeal/dispute the charge as it seems incorrect.

    Bought a phone from hong kong and shipped with DHL express

    Value of item on Sellers shipment invoice paperwork : 65 DOLLARS

    Value of item as assessed at by customs : 65 EURO

    Duty VAT amount: 27.99 EURO
    "Other" : 10 EURO
    Total : 37.99 EURO

    This seems wrong to me.. i knew i would be paying vat but 65 at 23% is not 27.99, ignoring the currency difference.

    Is this DHL giving you those prices? Get onto revenue and pay them directly, DHL and the other couriers always overcharge. Or if you already have your item, don't reply.

    I had to pay at the door to receive the package, i figured "whatever it can be disputed later" since i wanted my item.

    Remember that VAT is charged on the cost of the item plus delivery charges.

    Yes of course, although it says on the vat invoice "Assessed at 65" so i presumed that included the shipping cost, besides the shipping cost i paid was only 8 US dollars, still doesn't really add up

    They say "Duty VAT amount". You are charged duty & VAT. Do you know what the duty charge for your item should be?

    To be honest I've no idea what the Duty for electronics equipment is, invoice does not state it. i presumed it had to be over 150EURO to get charged Duty.

    There should be no duty. "other" would be admin/handling fees.

    $65+$8 is $73 and does convert to about €65 so that is correct, so you were overcharged. Does it say on the docket anything about contacting in case of a query.

    Nope, nothing of the sort, strictly payment info.. Can't really find any decent info on DHLs site either.

    Value of item = €65

    Cost of shipping = ?

    Landed value of item = Value + shipping cost.

    If no shipping cost is declared, then DHL's standard shipping cost is applied and that would be about €55. Hence total value = €120.

    If you buy something from UK or France or even locally, the delivery charge already has vat included, but from outside the EU, the vat on delivery charge is always added by customs in the country of delivery.

    The "other" charge is the handling fee from DHL

    I had something like that in the past. Was partly the sellers fault, he overstated the item's value. On top of that the courier (can't remember who, couple of years back, think it was FedEx) didn't use the actual shipping charge for calculation but the charge if the item was returned in case I didn't accept it. Taken at the most expensive express rate of course. Was mental I was expected to pay as much as the entire transaction cost me, like yourself. And I had to pay up too cos they would have in fact sent it back if I hadn't. So I accepted but I rang revenue after and when I provided proof (eBay screenshot) in a letter I got a refund.

    I was thinking actually at the time there was a ploy going on to stop people from buying outside the country or something. There seemed no other reasonable explanation for it. But as they say don't attribute to malice what can be explained by muppetry.
