Cross border trade: means of recourse?

    Hi folks,

    If a person based in Ireland purchases an item from a UK based company (and that item is dispatched to Ireland and Irish VAT applied) and subsequently a return of the product and a refund becomes necessary, if there is any dispute in such a scenario does the Irish consumer seek recourse through Irish channels (realistically a consumer protection agency rather than the courts) or UK channels (again, say a consumer protection type agency). Secondly, is the transaction and return /refund governed by the law in the UK where the product was sold?
