Passat 01: Emissions failure NCT.... Lamda sensor or Cat?

Hey guys, with a CO2 of 0.19% at low and 0.43% at high (fail here) would it be the Lamda or the Cat most likely at fault?
The sensor is just about worth replacing, the Cat makes it not worth the cost VS car

Also does this ar have two sensors, one either side or Cat? If so is it easy to see which one at issue (if sensor is af fault)?

What is the lambda reading at high idle?

A cat problem is most likely so.

It's not too far off so a good fuel system cleaner (EG Cataclean) and an Italian tune up might get it down enough to pass the retest.
