Entry level shoreside maritime jobs?

With a lot of time sunk trying to find ways in to work as a rating at sea, I've started to look more at shoreside work in the hope they're not quite as reliant on foreign workers or extensive college training for all the jobs. Problem is this isn't an area I'm as familiar with compared to seagoing work, so I'm not as sure where to begin.

I'd be much obliged if anyone with knowledge in this area could give me some pointers as to where to inquire, for example agencies that might source workers for Dublin Port or ways in to harbor jobs in places like Howth or Malahide Marina (such as maintenance, loading and unloading, etc.)
