Planning permission on property zoned as "Z1"

    In the case of an end of garden property in suburban setting with laneway at side and rear being zoned as Z1 ("To protect, provide and improve residential amenities").....
    would this usually imply that the property is suitable only for uses that won't inhibit surrounding residences, rather than being suitable as a potential residence itself?

    As in, it's not a site that you'd be likely to get planning permission for something like a small bungalow or mews on maybe? Any info on this much appreciated
