Confusion over late registration

    I bought my house in December 2014 but have not registered with Irish water yet. I am the sole occupier of the house. I have so far received two bills for circa €64 each for quarter one and quarter two.

    The house would have water and waste water services and I am actually unsure whether it is metered or not. As such my understanding is that my annual fee should be €160 per annum for a single occupant household if not metered and it could potentially be less if metered but would be capped at €160 p.a. if metered. This would imply a maximum quarterly fee of €40.

    I see from the Citizens Information website that if you do not register with Irish Water, you will be charged a default rate of €260 a year up to 31 December 2018 and I quote the following extract from their site.

    "If you haven’t registered
    If you do not register with Irish Water, you will be charged a default rate of €260 a year up to 31 December 2018.
    • If you register during 2015, your occupancy details and any allowances will be backdated to 1 January 2015
    • If you register during 2016, your occupancy details and any allowances will be backdated for the billing period in which you register, and the billing period before it

    Eligibility for the 2015 Water Conservation Grant depends on having registered by 30 June 2015.
    Irish Water’s interim First Fix scheme (described above) is only available to customers who have registered."

    The two pieces I have highlighted I would seek some clarity on as they would seem to contradict one another. Perhaps the Water conservation grant isin't considered an allowance and I am reading the piece wrong but if I were to register before the end of 2015 is it the case that I will not receive my 2015 Water Conservation grant as I did not register prior to 30th of June, 2015 but I will have my quarter one and quarter two charges reduced down to a maximum of €40 per quarter? Furthermore if I register before the end of 2015 will I receive my Water Conservation grant for 2016 and onwards?

    Also, is there anyway to know if my house is metered or not presently?

    The grant isn't an allowance from IW, allowances would refer to children's or disability allowances.

    The grant is administered by the department of social protection, all IW have to do with it is telling them whether the property is registered or not. It's entirely separate to the allowances IW refer to.

    Thank you for your query.

    By backdating your occupancy details Irish Water will be able to bill you accurately. It would mean updating your account to correspond with your correct occupancy details and ensuring that all allowances, if applicable, are applied to your bill. If you contact Irish Water on 1890 448 448 your account can be updated to a single person occupancy and you will pay the capped charge of 160 EUR per annum unless you are metered in the meantime.

    The Water Conservation Grant is separate and will not appear on your bill as it is not considered an allowance. In order to be eligible to apply for the 2015 Water Conservation Grant both customers and non-customers were asked to register their details with Irish Water by June 30th. The Department of Social Protection will contact both customers and non-customers in late August and September regarding the Water Conservation Grant, for more information on the Water Conservation Grant, please click here.

    Prior to having a meter installed Irish Water will provide customers with a 14 day notice and a three day reminder, however I can certainly investigate if your property is metered or not, if you could provide the following details via private message:

    - Name;
    - Contact Number and
    - Address
