Cheapest phone with GPS + 3G?

    Hello, I'm looking for the cheapest phone and the cheapest carrier that has pay as you go. I just need a phone with GPS capabilities and 3G coverage to download maps and check e-mail and whatnot. I don't need fancy, I need cheap. Anyone know?
