I was thinking about buying an engagement ring from the USA - 2nd hand. Would I get stung for import taxes?

Yes, import duty and VAT will be charged on used and refurbished items, based on a fair market value for the goods

Thanks, so when they say "Fair Market Value" - how would they know the value of a 2nd hand, vintage engagement ring?
Is there any way to get around this? Lets say someone owned a ring in the US and wanted to send it to her mum in Ireland - how would that work?

You should probably declare a value on the outside of the package.

It's considered a gift and the limit increases to just €45 before VAT is applicable.

If the parcel is insured it would usually have a declared value. They can value items themselves.

I have gotten a few things with false low values and customs asked for paypal receipts for the true value.

The only other option would be to post it to a friend in the US and ask them to bring it back when they come back for xmas - but it could be a big ask for transport something that expensive

When I moved to Ireland from the US, I was allowed to ship my "used household goods" to myself without VAT, but I still had to file the customs forms.
