Transmit RFID or NFC via App

I had an interesting "chat" with a friend earlier who was looking to transmit an RFID or NFC code/ID/Number via a phone, I figured with most of the pay options on Apple and Samsung now there must be a way to transmit something that could be picked up by the proper reader, does anyone know of any means to do this?
