Red paint is often used to mark out cutting lines for when they plan on digging up the surface.

Irish Water, Council, Gas, could be any utility really?

Is there any history of the plague in your house ?

No but we had the flies, we were all covered in boils and all my livestock died inexplicably one night so I'm happy to know that we should be alright this time.

    Marking properties for robbery??

No, because visible marks would alert other rival robbers - poor business practice. Also, it would be a lot easier to just make a note of the address.

Just got word from the council, they're doing work in the area, they put down the red markings.
