Drop out the AMD chip and stick in an i3 4170 (or similar, i5 only if budget allows). Will need a H97 board to match it.
Will be tight on budget to get a high end graphics card but a 280X/380 should be affordable I think, if not drop down to a 270X or a GTX750Ti. Depends what he is wanting to do with this machine.
Everything else is pretty much the same. Could possibly change the 1TB hard drive out for a smaller SSD and get a 1TB down the line. Probably could get a nicer monitor at low prices.

By the way, don't go with Hardwareversand.de, they are gone now (kinda, see stickies). Try amazon, overclockers, dabs, komplett, caseking.de and there are a few others.

Sell the AMD motherboard and chip.

    i5 4460 is €185
    €80 for a H97 board
Second hand R9 290 is €250 if not less

Should be a fairly big upgrade, no need in a full build again

I think OP is building a second for his brother PC based on the one he still has, so I don't think he'll be selling parts from his. But yes! I agree with Digital, very daycent and economical way to refresh that build.

Sorry didn't read the last paragraph OP.

    Does he need a monitor?

*Edit* Just go with what Xeno said :pac:
