The first phase (Swords) is in final design phase currently and will be one of the potential investment projects currently under consideration by government.

Blanchardstown-UCD is phase two and will follow on from phase one.

Unfortunately public transport projects take a long time to gestate from initial consultation through design to construction.

I'd imagine you're looking at 2018-19 for that project.

It's being saved for the capital spending plan launching in late September. Well the Swords one is anyway as a substitute for metro north. I wouldn't expect The other phases to go ahead until after 2020 if ever. Whether or not a practical solution exists to the Cabra Cross to City Centre section of the route will be the subject of some debate if it get's the nod.
