Penalty Points Foreign License

    We are currently looking for insurance for my mother. She was caught speeding back in March. The fine was paid and everything is fine. She then got a letter from RSA saying that she has a total of 3 penalty points. However, she has a foreign EU license (Lithuania). Does she have penalty points or not? As far as I know, penalty points will only apply to her when/if she changes to an Irish license.

    The reason I am asking this is that when looking for insurance, there is a difference in premiums if the penalty points are declared or not.

    There's three penalty points sitting on the shadow licence.

    Declare all material facts to insurers.

    Yup. Penalty points attach to the driver. For administrative reasons, the licence is used to track a driver's penalty points and, for drivers who don't have an Irish licence, they create a notional "shadow" licence to use for this purpose - a virtual licence, if you like.

    But the bottom line is that your mother has incurred three penalty points for speeding, and she has to declare them to insurers. Which is pretty much what you'd expect - it wasn't her licence that was speeding, after all; it was her.
