Possible dust or haze inside double glazed window?

    Living room has one large window made up of two small ones at the side and one larger one. After renovation the larger pane looks like it has dust on the whole of the inside - is this possible? It looks like window needs a good clean but after lots of scrubbing copped on it was in the inside.

    Can anything apart from replacing the window be done? If replacing would I have to replace frame too?

    Upstairs windows have 2005 printed on the inside, downstairs don't have anything. They are all ugly windows so if I was replacing them I would have hoped to be replacing with a different type and there are a lot of windows so replacing one would look odd.

    Glazing can be replaced on its own, no need to rip out frames.
    My guess is seal is gone in window and you never noted the low build up of crap:)
