huh, I wonder where are the e-mail addresses leaking from, I've never seen such a well targeted spam.. I mean sure sending a fake bank e-mail to residents of a particular country is one thing, but to put together an email "from" ofcom and target hams in a well tailored email with no signs of your typical pidgin english.. smells like a local ham gone rouge more than anything. You can use proxies and mirrors to make it look like you're coming from Russia, China or Moon if you like..

No, definitely Russian. I know loads of Non-English speakers with perfect English.
