Who's responsible for over seeing that a building's systems, and conditions are keep up to standard after its built?
i.e. fire alarm, emergency lighting, lifts, vents, etc

Seen plenty of apartments buildings with damaged e-lighting, shut down lifts, dodgy looking electrics...

    The Building Owner/Home Owner/Management Company.

Contact them and if you believe the Fire Alarm is not operation contact Fire Prevention of the LA ie. Dublin City Concil Townsend Street if Dublin City Area.

Owners etc...no wonder they fall into disrepair, no major enforcement of a basic standard.

The Fire Services Act 1981 and the ease of escape regulations would certainly be one of the most powerful enforcement actions with regards to this in the state in my opinion.

You should act on it and report the building to the local section.

I'd have no trust in them either, I was in a shopping centre basement recently and noticed some of the emergency lighting and fire alarm were not finished in parts, also a couple of emergency exits were blocked.

Anyhow, how could a SC open with an incomplete fire and emergency lighting system?

So you have no trust in the private owners of the building or the company that runs it.

You also have no trust in the Fire Prevention Officers that enforce the regulations.

Again, what's the point of this thread? Is it just to have a rant? Either you report it, or you tell us what SC it is and someone here will report it to the local fire officer. Trust me, they do follow up on these and do encore the regulations. I have first hand experience of this.

They most certainly can't and I can guarantee you they didn't. Don't confuse failing to maintain a fire alarm and detection system with not having one from the start.

The owners/management of this SC is in clear breach of health and safety, fire services and ease of escape regulations.

So either you report them or tell us what SC it is.

How can you guarantee that???? You didn't see the SC, I did and I can guarantee it was not fully completed and it was opened to the public.

The point of this thread is there appears to be no real penalties for buildings not been built or kept to a certain standard..legislation is there but isn't strong enough imo

    Name the SC then.
Most large commercial buildings are generally in compliance as there's too much at stake with the public involved.

You also have to be careful that you don't mistake the the regulations for fire alarm and lighting in one area against a different area etc

You need to compare it against the Fire Safety Certificate.
