Declared off the road 2 years - tax online?

Hi, I was able to tax a car I had declared off the road online last month. I have another car that's been otr for the last few years which I now want to tax. I tried the pin retrieval but it's saying I have to tax it at a tax office, any way around this? Thanks, Neil.
