I got a fixed charge fine for having no motor tax displayed, but when the fine came in the post the time I was pulled over was the wrong time it was said it happened at 2am (when i was in bed) but it happened at about 9:30am. so my question is do I have any chance of getting it cancelled?

I'd suggest that you should have a quick telephone conversation with a solicitor who deals with District Court work.
