Bit of a query for any legal eagles out there.

Relative (honestly not me) was driving to work and was in traffic, lights were red there is a car behind relative lets say it was a Skoda. Relative goes to indicate to move into the right lane and the Skoda behind indicates and tries to get ahead of relative and the cars collide at less then 5 mph. Relative gets out of car no damage but Skoda says that relative has caused a big dent to his car, .. this dent was rusted.

Relative went on their way without waiting on the guards (I know)! or relative would be docked pay. There were also co-workers of the relatives in the car who witnessed this accident. I told relative to go to the gardai about this and they rang the gardai where the accident happened and they said to get in touch with the local gardai. Sergeant of local station viewed reatives car and there was no damage and said they didnt believe the other car could be damaged from this either. They also said Skoda was in the wrong.

Relative received a solicitors letter on behalf of Skoda their claiming personal injury loss damage etc etc and to admit liability within a certain amount of days and if necessary they will go to personal injuries assessment board. And also seek costs for doing this.

Can anyone advise on what to do here? Who is at fault? Would it not go to the PI board regardless? It doesnt state in the letter what the injuries were just that they want compo.
