I have a fibre line and an ISDN line coming to my house. I have one internal line with 4 cores. I've nothing connected yet but fibre uses 2 cores and ISDN uses two so can I just attach both cables feeding the house to the one internal cable?

You should terminate the drop wire(from eircom) with a modem and ISDN terminator where it comes in. Then bring the phone services around with any old copper and run ethernet from the modem.
