Hi we are in a group of 4 private houses whose drains are all connected, there has always been a problem with blocked backed up drains , I got my drains replaced bout 10 yrs ago , but the problems continued , I got the council to come they found a collapsed drain in the 1st house and fixed it, it has been fine about 8 yrs now ,now it has collapsed again the house is empty ,the owner called to us to day and said they aren't using the facilities and that we should do something, but who is the person who is responsible pls

You are asking who is responsible for the repairs/cost of repairs. That's a request for legal advice. I would think that you probably need professional advice, which is not available here.
