put fly pour on on her back, tar on the side of her udder, does it need to be stitched?

Stick her in the crush and see! How bad is the cut? Just bitten or torn on wire?
I'd say your best bet is to try and dry the quarter now, dip it in stockholm tar or something to keep the flies off. If you strug it, it's only delaying the problem and giving you a lot of extra work each day.
Have a cow here and without fail, her calves won't suck the back teats for a month, they'll always come back into milk when the calf is hungry enough to try them. So if you can just keep the flies off for now if should be fine.

I wouldn't worry too much further about it if you've covered her with tar & spray. The calf will go back to it in time. Just keep an eye on her and if she looks uncomfortable/kicking it bring her in to take a look. It's not so bad not with the weather dull enough so you're lucky there. She'd be pestered with flies otherwise.

Sudocrem is your man on the wound itself. Don't put tar on the wound, put plenty around the elder.
If you go at this hard for the first few days, several times a day, you'll save the quarter and have it healed in no time. You don't want it dragging on if you can help it at all.
