Moving a Speed-Limit query

Who would be best to contact about changing, well, moving a speed-limit sign heading into a town?

In Killarney for instance, In the image attached up until the downward arrow has a max speed of 100kph down to 50kph; where the star is located is the approx, maybe a lickle further out, would be where I'd suggest the lower speed limit.
Where I've the triangle is where people have most issues with crash there recently that caused delays for hours. It's a busy route, an area known as MadamsHill, Aghadoe (where there is a GraveYard)and those travelling up & down there have to join a main road starting at 100kph but can see the 50kph sign from the road they're on.

So they've to get ahead of traffic travelling upto 100kph ; but be slow enough for those already at the 50kph ahead of them. Seldom get a break and very often take risks to join the main road.

Before the town-side of the star is another adjoining road with a very big parish of Kilcummin incl a GraveYard.
So many people trying to join this main road which has people travelling upto 100kph.

Also: Should have mentioned a Picnic Area looking down over the town is also on this main road which has people trying to enter & exit while motorists are travelling upto 100kph.

~ What would be needed to bring this the powers-that-be?
~ Who would be best contacted about having the lower speed-limit sign moved further out from town?
~ Any other info that may be needed?

    Many Thanks,

Roads department of the council and any local councillors.

The councillors make the ultimate decision, but will rarely change hte engineer's recommendation.

Thanks. Would I need to do research on accidents ; pro & con of moving the speed-limit sign etc ; Basically what necessary research would enhance my proposal?

    Thanks,

Yes you would. You should stand there for a week with a notebook and take notes

This level of sarcasm is unwarranted and unwelcome.

100 straight to 50 shouldn't happen because the shooting-fish-in-a-barrel crew (GoSafe) will abuse it, nabbing people just inside the 50 zone before they've even had time to ease off the accelerator. Skip to 80 first, or else give advance notice of the limit change (or better, put gosafe deeper inside zones).

you're supposed to do that yourself and slow down approaching the 50 zone.
