Recruiters for public/civil service solicitor contract jobs - not publicjobs?

I heard in a roundabout way that the public/civil service may be hiring solicitors on temporary contracts to cover staff shortages and are having trouble getting suitable people. No such jobs appear on publicjobs, though. Does anyone know who is handling such hiring? Is it a recruitment firm and if so, which one?
