recess pivot bolt stuck in fork

    Put a bolt through and thread it in - soak hole with wd40
    Few swift tips of a hammer
    Should move

    i am hoping its supposed to be a void from new.
    PX fork had a metal washer type thing in the centre of the fork.
    My concern is if it aint what i think it is i may damage the internals.
    there is something definitely in there that shouldn't be as the break caliper wont go in the front and the recess bolt will not go in the rear ( i cannot see through the fork).
    wondering what bolt to get (threading of a male ultegra brake caliper)

    thanks for your help so far.
    I need to get gears indexed and frame has internal cabling so down the LBS with it.
