Rainwater downpipe and open gully inside garage

Went to see a house for sale recently and was a bit surprised to find a downpipe and open gully inside the garage. I'd like to know how common or unusual this arrangement is and any issues it may present.

To expand a little bit ... The original garage has been converted into a family room and a new garage built alongside the original one. As a result, the external wall of the original garage is now an internal wall in the new garage and the existing downpipe and gully have been retained as is.

I expect this drainpipe to have to deal with quite a bit of rain. The gutters around the front of the house and one side of the new garage's pitched roof empty onto the original garage's flat roof and the water runs into this drainpipe.

We viewed the place just after a short sharp shower and the top part of the gully looked fairly damp. Apart from increased dampness inside the garage, would you have any other concerns, e.g. risk of flooding within the garage?

Does this arrangement meet regulations? It just doesn't seem like a clever idea to the untrained eye.

You'd just spend the € and sort it out. It wouldn't meet the current drainage standards
