Has any here ever forced an insurance company to quote them by providing them with letters of declination?
And if so had the quote been off the Richter scale?

You can be arbitrated by http://www.insuranceireland.eu provided you have been refused by I think 3 insurers. Its been a while since I was involved with them on a seperate matter but I believe you need to be refused or given an extremely high quote, and only then can they act on it.

However, it depends on circumstance. They can't price you off the road but if they can prove you are a significant risk and the quote is fair in the market, then there isn't much you can do. If you have previous serious convictions, then its going to be high considering a 'normal' cheap quote is about €400 to €600.

Have you ever been insured before? If you have then that insurance company should quote you. I was with Liberty (quinn) back in 2001 and i ended up being banned for a number of years. When i got my licence back in 2008 i could not get a quote from anyone else except liberty(quinn) With 9 endorsements they insured me for €2400 with a prov licence on a 1.6 car which dropped to €1,600 a month later when i got my full licence! And would you believe my first insurance with clean licence with them on a 1.0 car was £3,300 which was near €4,000!

I had to do this with Quinn back in the day to get insured on a Honda Integra Type R, I just got three refusals online, saved them, sent them to Quinn through email and got a quote back no problem. Quote was fine too, not excessive at all.

Note that I was already insured on a car with Quinn while doing this and they initially refused to move my insurance over.
