    Yes, best car is what all other taxi drivers are using. They have probably done their sums and drive a certain brand for a reason ;)

    Does he have a budget range, preferences, etc?

    Based on a 10 minute stroll down through the city i would make an educated guess that the best taxis are:

    Skoda Octavia/Superb.
    Toyota Avensis.
    Volkswagen Passat

    There are also a few Merc's floating around but IMO a bit expensive if you want to squeeze every cent you can out of the job.
    Also saw one or two Prius and one nissan i( didnt recognise the model)

    Best from a customer point of view, nice big 730d or S350. Or any 7 series or S class.

    From a driver point of view, Avensis. Get auto would be my opinion also.

    A lovely E320 barge would be nice.

    Prius is really the one to go for. Super reliable, quiet, comfy and spacious.

    Merc E class. Designed as taxis, and wired for the job also afaik. Just go to Germany and see them in action

    The M-B models designed as taxis are only available on special order (probably LHD only), and I have never seen one in this country. They are the best for the job though.

    When I say designed, I mean spaciousness, legroom, boot etc.

    I would look for something with leather seats and one where the driver seat can be electrically adjusted so that every possible ache and pain can be sorted, your in the thing all day you want a comfortable working environment. He is best going for something that most people don't want so high tax (taxi tax is sub €100) car which will be going cheap, possibly look at pre 2008 Mercedes or BMW diesels. The car will devalue heavy with it being a taxi so no point in shelling out mega money for something special, also consider punters will have little or no respect for it.

    He won't be able to look at that generation of cars. New comers need to be 3 years or less.

    Existing drivers have different rules though up to a max of 15 years IIRC.

    If the OP was already a driver in guessing he would have an idea of what to look for, I would guess he is a new comer so bound by the 3 year rule. I may be wrong though.
